The Ministry of Border Control and Labour is responsible for the control of entry into and departure from the Turks and Caicos Islands. Other functions include facilitating, monitoring and regulating temporary labour force; settlement of labour disputes between employers and employees; maintenance of public records and archives including births, deaths, issuance of travel documents (visas and passports) and processing residency documents and citizenship applications. The Ministry is also responsible for removal of individuals who are in breach of immigration laws.
Border control and security is an essential plank in the ambit of national security in all societies. The Turks and Caicos Islands being only 90 miles north of Haiti has a serious problem of a large number of Haitian nationals who risk their lives by taking to the high seas in an attempt to enter the Turks and Caicos Islands undetected. There is also a huge problem of people entering the country through legal means and remaining, in contravention of immigration laws.
TCI’s economic development strategy is hinged on labour intensive industries such as tourism and construction. This, coupled with its small indigenous population base and small land space, has made border control and security is a national priority for many islanders and residents. Since the majority of persons who reside in the TCI are here for economic/employment reasons, there is a strong operational linkage between labour and immigration.
It is important to have a repository for vital statistics. The Registrar General's Office (RGD) plays a key role in national development as it is the only organization in the Turks and Caicos Islands which is responsible for registering vital events such as births, fetal deaths, marriages and deaths, deeds, etc.
